What the Plan Does

The Consolidated Plan serves as the State's policy guide for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA) programs. Also, the Plan serves as the State's annual application for federal funds for these programs.

Who the Plan Helps

The end users are low-to-moderate income persons and families (CDBG); very low and low-income households (HOME ); homeless individuals and families (ESG); and individuals and families living with HIV/AIDS (HOPWA). The service providers are local governments, private developers, nonprofit agencies, and others.

How the Plan Works

The Consolidated Plan is a five-year plan, consisting of three parts:

I. The Kansas Market
II. The Development Strategy
III. The Action Plan.

The Action Plan is an annual update of CDBG, HOME, ESG, and HOPWA use of funds. Public hearings are held for input and comment on the Action Plan.

Funding Cycle

The funding cycle for CDBG, HOME, ESG, and HOPWA will be the calendar year, January 1 to December 31.

2012 Annual Performance Report

Kansas Housing Resources Corporation has published a preliminary draft of the Annual Performance Report on the Kansas Consolidated Plan for community and housing development for program year 2012.  The Annual Performance Report on the 2012 Kansas Consolidated Plan is available for public review and comments will be accepted from March 8 – March 25.  Limited hard copies of the Annual Performance Report are available through the Kansas Housing Resources Corporation, 611 S.
