The Housing Tax Credit Program (HTC) Compliance Monitoring Procedures & Reporting Forms manual is intended to provide a basic description and explanation of Internal Revenue Code, Section 42, (hereinafter referred to as Section 42) rules and regulations required to maintain compliance for housing developments that have received an allocation of low-income housing tax credits.
