Kansas Moderate Income Housing (MIH) Request for Proposal


In response to the increased need for moderate income housing, $2 million has been provided to the SHTF for the purpose of administering and supporting housing programs, resulting in this MIH RFP. For more information please see the official release of the RFP and download the MIH Application.

Under the MIH FRP, KHRC expects to release up to $2 million. Under the legislation, KHRC shall only use the funds for loans or grants to cities or counties for infrastructure or housing development in rural areas.



NOFA for Tenant Based Rental Assistance



Applications for the 2018 TBRA program are now available. Completed applications must be returned to KHRC no later than 4 p.m. on Friday June 29, 2018.  Total funding for the 2018 TBRA program is expected to be approximately $1.4 million.

The Tenant Based Rental Assistance Program (TBRA) is funded through the HOME Investment Partnerships (HOME) Program.  HUD allocates funds by formula to eligible State and local governments to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing, with primary attention to rental housing for very low-income and low-income families.

Applications for funding to operate a Tenant Based Rental Assistance program will be made available to local units of government, public housing authorities, and non-profit agencies, and will be considered on a competitive basis.  Tenant Based Rental Assistance (TBRA) is a program designed to help income-eligible households with rent, security deposit, and/or utility deposits. Assistance in the form of a payment to the landlord helps reduce a household’s housing expense to 30 percent of their income.

2018 Emergency Solutions Grant Application (ESG)


Applications for the 2018 ESG program are now available and due by May 23, 2018.

The expected amount is for the 2018 ESG is $1.5 million. 

Announcements of ESG awards will not be made until after 2018 ESG funding is available to KHRC.


The Emergency Solutions Grants Program (ESG) is a federal block grant authorized by subtitle B of the McKinney Vento Homelessness Assistance Act and is administered by the U.S. Department of Housing and Urban Development. ESG amounts are to be used for services to homeless and near homeless individuals and families in these major categories:

  • Renovation, major rehabilitation or conversion of buildings for use as emergency shelter facilities
  • Payment of certain expenses related to operating emergency shelter facility
  • Provision of essential services related to emergency shelters and street outreach for the homeless
  • Provision of rapid re-housing assistance
  • Development and implementation of homelessness prevention activities

For 2018, The ESG grant period will be for twelve (12) months, July 01, 2018 through June 30, 2019.   HMIS funds will be capped at 1.5% of the total amount of ESG funds awarded.  All shelters must complete the ESG Shelter Habitability Checklist with the 2018 application.

This application requires that you certify that if awarded a 2018 ESG grant, your agency and your sub recipient agencies are in compliance with the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards at 2 CFR part 200.

Non-Discretionary Formula Grants Under the

Kansas Community Services Block Grant (CSBG)

Federal Fiscal Year 2018
