Section 8 Contract Administration
What the Program Does:
With the signing of the Annual Contributions Contract (ACC) with the U.S. Department of Housing and Urban
Development (HUD), the Asset Management Unit will provide contract administration (CA) services to ensure the
financial and physical integrity of Section 8 properties in the State of Kansas.
Who the Program Helps:
Low to very-low income families and individuals. Specifically, the household's
income may not exceed the limits of the program. Some properties, such
as properties whose mortgages are insured under Sections 221, 231 and
236 of the National Housing Act may be wholly or partically designated
for the elderly. Those interested in applying for assistance should contact
the property to determine if eligible for assistance.
How It Works:
The KHRC must administer Section 8 HAP contracts in accordance with the
ACC, Federal law, and HUD regulations and requirements. The major tasks
include, but are not limited to, the following: conduct annual Management
and Occupancy Reviews (MOR) / Fair Housing Equal Opportunity (FHEO) checks;
adjust Contract Rents; process HAP contract terminations or expirations;
renew HAP contracts; pay monthly vouchers from Section 8 owners; respond
to exigent health and safety (EH&S) issues; submit Section 8 budgets,
requisitions, revisions, and year-end settlements; submit audits of the
CA's financial condition; report on PHA operating plans and progress;
and, follow-up on results of physical inspections of Section 8 projects.
