| Rural Housing Incentive DistrictWhat the Program Does:The Kansas Rural Housing Incentive District Act (K.S.A. 12-5241 through 12-5251) encourages housing development in rural cities and counties, where housing shortages exist, by authorizing tax increment financing for public improvements. Who the Program Helps:A rural city, defined as having a population of less than 40,000 in a county of less than 60,000. A rural county, defined as having a population of less than 40,000. How It Works:Before utilizing this incentive, the governing body of the city or county must conduct a housing needs analysis. The Secretary of the Department of Commerce must certify that the findings and determinations of the housing needs analysis justify the use of this incentive. (See K.S.A. 12-5244.)
