| State Housing Trust FundWhat the Fund Does:Created by the Kansas Legislature in 1991 and currently located in K.S.A. § 74-8959, the State Housing Trust Fund (SHTF) provides funding for housing programs and related services. Since its inception, the SHTF has assisted in the rehabilitation and improvement of residential housing; provided accessibility modifications for disabled individuals; granted rental subsidies for low-income citizens; and addressed other housing needs for the State of Kansas. Specifically, under § 74-8959 and KHRC’s SHTF Policy, the SHTF may be used to fund the following activities:
Who the Fund Helps:The end users are homeowners at or below 80 percent of the area median family income and renters at or below 60 percent of the area median family income. Applicants may include private firms, local governments, and other organizations. Applicants may be for profit or nonprofit entities How It Works:The SHTF provides financing for housing programs and services primarily serving low- and moderate-income families and persons with disabilities. Applications are evaluated based upon fulfillment of KHRC’s mission, which includes providing affordable housing and creating housing opportunities for underserved persons and communities. Type(s) of Assistance:Grants Funding Procedure:KHRC utilizes the SHTF to finance housing programs and services on a case-by-case basis. All SHTF disbursements are discretionary and subject to funding availability.
