| Tenant Based Rental AssistanceWhat the Program Does:Tenant Based Rental Assistance (TBRA) funds are used to make housing affordable for income-eligible families, elderly persons, and persons with disabilities. Eligible activities include rental subsidy, security deposit, and/or utility deposit programs. Who the Program Helps:Eligibility for the program is based on income. Not less than 90 percent of the families assisted must be at 60 percent or below the area median income and 10 percent may be at 80 percent or below the area median income. How It Works:Rental assistance is paid in the form of a rental assistance payment directly to the landlord to help families
pay their rent. The amount of subsidy is the difference between 30 percent of the family’s adjusted income and the
applicable payment standard. The security deposit / utility deposit may be in the form of a loan or a grant. Only
the tenant may apply for subsidy. The rental assistance and security deposit programs may be freestanding programs.
Type(s) of Assistance:-Grants Funding Cycle:Grants are awarded annually on a competitive basis. Grantees have two years from commencement of the grant to commit funds and three years to expend funds.
