Tenant Based Rental Assistance Program Grantee Manual

Tenant Based Rental Assistance (TBRA)grantees must adhere to federal HOME Program regulations and KHRC policies and procedures. The Tenant Based Rental Assistance (TBRA) Program Grantee Manual provides the framework for TBRA Program Administration.

Included in the manual are HUD HOME federal regulations related to TBRA (24 C.F.R. Part 92), KHRC policies, and required KHRC subgrantee and tenant household forms. Grantees are guided through the program process, beginning with tenant program applications, third party income verification, coupon issuance, HQS and lead based paint inspections, and tenant household and monthly payment reporting procedures.
