Topeka Celebrates Grand Opening of New Housing Development

Local, Federal and Private Partnership Creates 49 New Quality, Affordable Housing Units

TOPEKA - Governor Sam Brownback joined officials from Kansas Housing Resources Corporation (KHRC), the Greater Topeka Chamber of Commerce, Midwest Housing Equity Group and the Pioneer Group to celebrate the grand opening of Pioneer Adams II, a new affordable housing community in southeast Topeka. Pioneer Adams II, an extension of the existing Pioneer Adams Towne Homes development, offers 29 newly built one-, two- and three-bedroom apartments, plus 20 more three-bedroom townhomes. Construction of the development created an estimated 37 jobs.

"The Pioneer Adams II development is a model in affordable housing construction: a strong partnership with high quality units that were finished on budget," Governor Brownback said. "This is a beautiful, state of the art housing development that will serve the citizens and families of Topeka."

Located at Southeast 21st and Adams, the property features a community room, a large "tot lot" with professionally constructed play equipment and an abundance of green space. "We are extremely proud of the partnership that made Pioneer Adams II possible," said Ross Freeman, President of the Pioneer Group. "The construction was finished on time, and the property was fully occupied within four months of completion."

Rents at Pioneer Adams II range from $403 to $687. All units are reserved for income-qualified residents. A financial arrangement will be provided so that townhome residents, at the end of the 15-year compliance period, will have an opportunity to purchase their individual unit.

KHRC, a public corporation that finances and develops housing opportunities for low and moderate-income families, allocated $3.8 million in federal Housing Tax Credits to generate equity capital for construction of Pioneer Adams II. The development also received $1.8 million in funding from the Tax Credit Exchange Program created by the American Recovery and Reinvestment Act.

Additional financing partners included Horizon Bank and Midwest Housing Equity Group. Architect One, PA designed the property and Woltkamp Construction served as general contractor.
